EPLL AD 2.20 LOCAL AERODROME REGULATIONS
 
Before start-up, the crew shall contact ŁÓDŹ TWR for start-up and en-route clearance, providing the following information:
  • aircraft call sign,
  • parking position number,
  • essential information for conducting the flight.
For helicopters TWY A is to be used solely for air taxi to parking stands on aerodrome APN.
De-icing stand for aircraft is designated on APN (see: AD 2 EPLL 2-1). The de-icing pad has markings and taxiing line lighting. The following conditions are applied for use of the de-icing pad:
  1.  De-icing pad is designated for ICAO Code A, B, C aircraft.
  2. De-icing of code D aircraft might be carried out at parking stand
  3. Due to the possibility of remaining of de-icing liquid on the surface (in slight amounts), adhesion coefficient may be temporarily lowered during taxiing in/out from the de-icing pad.
  4. De-icing is possible with engines and parking brakes turned on and with the assistance of the marshaller (not applicable to aircraft with rotating propellers).
  5. Crew must be notified when de-icing has been completed.
  6. Delays in fulfilling de-icing requests may occur due to limited capacity of the designated de-icing pad.
De-icing of aircraft is permissible on an aircraft stand when the following conditions are fulfilled:
  1. direction and speed of wind:
  • with a N wind of 10 kt and greater, ACFT positioned with nose perpendicular to the terminal;
  • with wind over 40 kt de-icing is interrupted;
  1. departure time:
  • if departure time is too short and taxiing to a dedicated stand will affect the ACFT delay;
  1. if a dedicated stand is not cleaned/de-iced.

EPLL AD 2.22 FLIGHT PROCEDURES
 

1 PROCEDURES FOR IFR FLIGHTS

Within the ŁÓDŹ TMA, procedural approach control service is provided. Radar vectoring is not available.
Within the ŁÓDŹ TMA, RNP 1 SID and STAR procedures are applicable for concrete RWY 07 and RWY 25 at Łódź aerodrome. The RNP STAR procedures terminate at the IAFs of instrument approach procedures for RWY 07 and RWY 25.
The SID and STAR procedures within the ŁÓDŹ TMA were designed according to PBN RNP 1 criteria. The procedures may be flown without restrictions only by aircraft approved for RNP 1 operations.
Aircraft not approved for RNP 1 operations shall report this upon first radio contact with ATC. Such aircraft may expect instructions to follow one of arrival routes to the LOZ DVOR/DME detailed on chart AD 2 EPLL 10-1. Whenever possible, ATC will provide direct routing/shortcuts.
For the SID RNP 1 procedures within the ŁÓDŹ TMA, the angle of bank (AOB) taken into consideration is in accordance with PANS-OPS (ICAO Doc 8168, Vol. II, Part I, Section 3, Chapter 3, Appendix 3). That is: 15° up to 1000 ft over DER ELEV, 20° above 1000 ft up to 3000 ft over DER ELEV and 25° above 3000 ft over DER ELEV. It is applicable to all SIDs for EPLL.
After receiving an ATC clearance, an aircraft may, for traffic expedition, be aligned with the heading of the initial approach to RWY 25.
Vertical planning information: flight crews should plan for possible descent clearance in accordance with vertical restrictions detailed on the STAR charts. The current descent clearance will be issued by ATC. If possible, a CDA technique should be applied.
It should be noted that the ŁÓDŹ CTR is covered by Class D airspace. Caution should be kept due to high VFR traffic density within the ŁÓDŹ CTR, especially in the event of radio communication failure in VFR traffic that may hold at the VFR points: YANKEE to the north and SIERRA to the south of the aerodrome at an altitude of 1500 ft AMSL, according to point AD 2 EPLL 2.22.2.6.

1.1 RADIO COMMUNICATION FAILURE PROCEDURE FOR IFR FLIGHTS

1.1.1 GENERAL PROCEDURE FOR ARRIVING AIRCRAFT DURING FLIGHTS OTHER THAN STARs

Set the transponder to 7600 and continue to the LOZ DVOR/DME at the level last assigned by ATC. Overhead the LOZ DVOR, descend to an altitude of 3000 ft, then execute a VOR RWY 25 approach and land on paved RWY 25 or fly the northern circle to RWY 07 (depending on the wind direction and other circumstances).

1.1.2 RADIO COMMUNICATION FAILURE PROCEDURE FOR FLIGHTS ON SIDs

Set the transponder to code 7600. Continue according to the assigned and confirmed SID. After 3 minutes, climb to the FPL flight level.

1.1.3 RADIO COMMUNICATION FAILURE PROCEDURE FOR FLIGHTS ON STARs

AIRCRAFT APPROVED FOR RNP 1 OPERATIONS:
  1. If a STAR was assigned and the flight crew acknowledged it, set the transponder to code 7600, continue in accordance with the FPL and follow the assigned STAR, then execute an (VOR or RNP) approach and land. The descent shall be performed after 2 minutes from setting code 7600, in accordance with the vertical restrictions specified on the STAR charts.
  2. If no STAR was assigned, set the transponder to code 7600 and continue to the LOZ DVOR/DME at the last assigned level. Overhead the DVOR, descend to an altitude of 3000 ft, then execute a VOR RWY 25 approach and land on paved RWY 25 or fly the northern circle to RWY 07 (depending on the wind direction and other circumstances).
REMARK
In all cases, particular attention shall be kept due to VFR flights that may hold at the VFR points: YANKEE to the north and SIERRA to the south of the aerodrome. Visual circling is allowed only on the northern side of the aerodrome.

1.2 TRAINING AND TECHNICAL FLIGHTS

IFR training flights within the ŁÓDŹ CTR and ŁÓDŹ TMA may be conducted after they have been notified by phone to ŁÓDŹ TWR and given ATC instructions.

2.2. VFR arrivals and departures (see AD 2 EPLL 13-1) to/from Łódź aerodrome are conducted along the following VFR routes:

VFR route No 1:   CHARLIE point - WHISKEY point - LIMA point - YANKEE point - Łódź aerodrome;

VFR route No 2:   LIMA point - YANKEE point - Łódź aerodrome;

VFR route No 3:   X-RAY point - LIMA point - YANKEE point - Łódź aerodrome;

VFR route No 4:   KILO point - SIERRA point - Łódź aerodrome. Route available after obtaining permission from EPLL TWR;

VFR route No 5:   ROMEO point - SIERRA point - Łódź aerodrome;

VFR route No 6: KILO point - ROMEO point - SIERRA point - Łódź aerodrome.
Flights along VFR routes within EPLL controlled airspace and in a holding pattern circle shall be conducted at an altitude not greater than 1500 ft AMSL, unless cleared otherwise by ATC.
2.3. Entry into controlled airspace from uncontrolled airspace:
  1. Entry into the ŁÓDŹ CTR/TMA can be performed upon clearance issued by ŁÓDŹ TWR. The clearance may be received from WARSZAWA FIS;
  2. If not instructed otherwise by WARSZAWA FIS, radio communication shall be established with ŁÓDŹ TWR before entering the ŁÓDŹ CTR/ TMA.
2.4. In the case of congestion of air traffic, an aircraft flying under VFR may expect holding over one of the following points: SIERRA or YANKEE . Holding procedure shall be conducted at an altitude not higher than 1500 ft AMSL, unless cleared otherwise by ATC.
2.5. Departure within the ŁÓDŹ CTR, from a place other than Łódź aerodrome is possible after obtaining clearance from ŁÓDŹ TWR. If unable to establish two-way radio communication at the place of departure, it is obligatory to obtain clearance by means of telephone and after take-off radio communication with ŁÓDŹ TWR shall be established immediately.
2.6. Radio communication failure in VFR flights
2.6.1. If radio communication fails before reaching the ŁÓDŹ CTR/TMA, entry into is forbidden.
2.6.2. If radio communication fails in flight after obtaining clearance for entry into the ŁÓDŹ CTR/TMA, the crew shall:
  1. when arriving and approaching from the northern side of the aerodrome:
  • make an arrival to  YANKEE point and await visual signals given from the aerodrome control tower of Łódź aerodrome;
  • show all aircraft navigation, warning and landing lights during arrival and holding;
  • after receiving a green visual continuous signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after receiving a red visual signal hold over YANKEE point until receiving a continuous green visual signal and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • if no signals have been received from the aerodrome control tower, hold over YANKEE point for 10 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after landing vacate the runway immediately into the available taxiway and wait for the FOLLOW ME car.
  1. when arriving and approaching from the southern side of the aerodrome:
  • make an arrival to  SIERRA point and await visual signals given from the aerodrome control tower of Łódź aerodrome;
  • show all aircraft navigation, warning and landing lights during arrival and holding;
  • after receiving a green visual continuous signal execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after receiving a red visual signal hold over SIERRA point until receiving a continuous green visual signal and then execute approach as short as possible and land on the most suitable runway depending on weather conditions;
  • if no signals have been received from the aerodrome control tower hold over SIERRA point for 10 minutes and then execute the shortest possible approach and land on the most suitable runway depending on weather conditions;
  • after landing vacate the runway immediately into the available taxiway and wait for the FOLLOW ME car.
  1. if possible, hold over YANKEE/SIERRA point at 1500 ft AMSL, paying attention to flights in the traffic circuit.
2.6.3. These rules also apply to gliders and other non-powered aircraft, if possible.

3 SPECIAL VFR FLIGHTS

If the ceiling is lower than 1500 ft or flight visibility is lower than 5 km, VFR flights may be performed, provided ATC clearance for special VFR flight in control zone (CTR) is obtained.
Except situations when a relevant unit clears for a helicopter flight in special cases like medical, search and rescue as well as firefighting flight, the following conditions apply:
  1. the flight will be performed during daytime only;
  2. the flight will be performed clear of cloud and in visual reference to terrain;
  3. ground visibility is not less than 1500 m, in case of helicopters - not less than 800 m;
  4. the ceiling is not less than 600 ft;
  5. the flight will be performed with indicated airspeed (IAS) 140 kt or lower giving adequate opportunity to observe other traffic and any obstacles to avoid collision.
Special VFR flight clearance may be cancelled if the meteorological conditions change below the meteorological minima described above.

4 PROCEDURES FOR HELICOPTERS

Helicopters conducting an IFR or VFR approach to Łódź aerodrome perform landing on the runway in use as Category A aeroplanes in accordance with ICAO Doc 8168 Procedures for Air Navigation Services - Aircraft Operations Vol. II - Construction of Visual and Instrument Flight Procedures, Part I, Section 4, Chapter 1, point 1.8.8.
After landing, taxiing/air taxiing is conducted to an APN or aircraft stand of the airport. Helicopters which take-off/land at the Wojskowe Zakłady Lotnicze site are not obliged to approach the runway in use but the direct place of take-off and landing at the Wojskowe Zakłady Lotnicze site.
The air rescue (LPR) helicopters perform take-off and landing operations according to their own procedure at the Łódź-HEMS base.

5 REDUCED SEPARATION MINIMA ON RWY 07/25

At the aerodrome, reduced separation minima may be applied on RWY 07/ 25 for Category 1 aircraft (single-engine propeller aircraft with a maximum certificated take-off mass of 2000 kg or less) as specified in ICAO Doc 4444, 7.11.
Attention should be paid to possible Category 1 aircraft landings when a departing Category 1 aircraft or Category 2 aircraft (single-engine propeller aircraft with a maximum certificated take-off mass of more than 2000 kg but less than 7000 kg; and twin-engine propeller aircraft with a maximum certificated take-off mass of less than 7000 kg) has crossed the intersection of the RWY with the access road to the fire station (about 1250 m from RWY THR), is airborne or moving and will exit the RWY without turning back.
Attention should be paid to possible Category 1 aircraft departures when a preceding Category 1 or Category 2 aircraft is airborne and has crossed the intersection of the RWY with the access road to the Airport Fire Brigade.
REMARK
Flight crews intending to carry out non-standard manoeuvres on the RWY, especially during training flights, have to obtain ATC permission as early as possible.

6 LOW VISIBILITY PROCEDURES

During LVP where the RVR is less than 550 m and not more than 400 m, take-offs of Code A, B, C and D aircraft may be performed.
The meteorological conditions are specified on the basis of information obtained from the AWOS or aerodrome meteorological observer.
Elements of ground-based navigation equipment necessary for safeguarding low-visibility take-offs:
  • TWY A and C edge lights;
  • illuminated signs on RWY 07/25 and TWYs A, C;
Elements of the movement area available for use by aircraft during take-off:
  • RWY 07/25;
  • TWYs A, C;
  • APN
During LVP, no skid-fitted helicopter take-offs, landings and movements on the movement area are allowed except for Medical Air Rescue helicopters which may departure in the following RVR conditions for THR 25:
  • by day – 400 m;
  • by night – 800 m.
After landing, a FOLLOW ME escort will be provided at the request of the flight crew when taxiing from the RWY to the APN.

6.1 LVP preparation phases

An LVP preparation phase shall be commenced when the RVR at at least one measuring point falls to 800 m and/or the base of cloud covering more than half the sky is at 300 ft (90 m) or less.

6.2 Initiation of LVP

The LVP shall be initiated when the RVR at at least one measuring portion of the RWY falls below 550 m and/or the base of cloud covering more than half the sky falls to 200 ft (60 m).
During LVP, the movements of vehicles on the manoeuvring area shall be reduced to the necessary minimum.

6.3 Termination of LVP

The LVP shall be terminated when the RVR at all measuring RWY portions increases to 550 m and the base of cloud covering more than half the sky reaches 200 ft (60 m) or more and a continuing improvement for more than 10 minutes is anticipated.
 
EPLL AD 2.23 ADDITIONAL INFORMATION
 
1. The RWY surface before THR 07 is provided with a turn pad marking for aeroplanes. To facilitate a backtrack manoeuvre, the first pair of the edge lights next to THR 07 are inset lights. The strength of the runway shoulders on the first 75 m from THR 07 is the same as the strength of the RWY.
2. In the south-eastern part of the aerodrome a grass APN is designated. The APN is intended for use by the aerodrome regular General Aviation users. It is delineated by blue flags. Responsibility for the taxiing and maintaining proper separation between aircraft shall be held by the users. Taxiing of all ACFT after sunset on the unlit part of TWY B to be conducted only with FOLLOW ME assistance.

4 REPORTING OF IDENTIFIED HAZARDS

The administration of Łódź aerodrome asks for reporting identified hazards such as:
  • aeronautical obstacles and possible induced turbulence;
  • hazardous, confusing or misleading lights;
  • dazzle created by large highly reflective surfaces;
  • sources of invisible radiation or presence of mobile or fixed objects which may disturb aeronautical communications, navigation and surveillance systems or negatively affect their efficiency;
  • non-aeronautical ground-based lights close to the aerodrome which may pose a hazard to the safety of aircraft and should be reported, screened or otherwise modified so as to eliminate the source of hazard;
  • other potential hazards to the safety of air traffic.

5 WILDLIFE ACTIVITY AROUND THE AERODROME

Increased activity of medium and large birds is observed at and in the vicinity of the aerodrome.

Enhanced vigilance is advised during take-off and landing.

5.1 WILDLIFE CONTROL

Wildlife control is carried out by the operational service or falconer using the following measures/methods: predatory birds and/or a dog (in the case of falconer), pyrotechnics or bioacoustics (in both cases). After a wildlife strike report, a check of the RWY, TWY and aircraft (after landing) is carried out.

5.2 REPORTING

Any presence of birds and ground wildlife at the aerodrome should be reported to TWR so that the hazard is removed by aerodrome staff.

6 ENGINE POWER ON APN

Crews of aircraft are obliged to use the minimum engine power necessary for flight operations within the aerodrome APN.

The Visual Segment Surface (VSS) for the approach procedures ILS from RWY 25 (AD 2 EPLL 12-1), ILS y or LOC y RWY 25 (AD 2 EPLL 12-3), VOR RWY 25 (AD 2 EPLL 12-7) and RNP RWY 25 (AD 2 EPLL 12-13) is infringed by following obstacles:
